Offset Says If You're Not In Black Culture, Then You Can't Speak on Hip Hop Culture

Offset said that Hip Hop music is black culture, and he broke down who he feels can speak on it. He shared his opinion Monday on Twitter, but it's not clear what made him send the tweets.
