We already knew Post Malone and Cardi B had been ruled ineligible for a Best New Artist Grammy nomination this year because they are not particularly new. (Not that that's stopped the Grammys in the past.)
XXXtentacion also won't get a Best New Artist nom because his first album was released in August 2017, five weeks before the start of the current eligibility period. He would have been the first New Artist nominee who is no longer alive.

A Boogie wit da Hoodie, $UICIDEBOY$, 6LACK, YoungBoy Never Broke Again, 21 Savage, Lil Xan, Nipsey Hussle, Tee Grizzley, BlocBoy JB, and Famous Dex are ineligible for various reasons.
All the Grammy nominations will be announced on December 5.
